Yes you can use the CFLs from start to harvest. Some people like to put on MH (Metal Halide) for flowering because they discharge in a more favorable spectrum for flowering, however, MH are expensive (several hundred dollars when you buy the ballast, mounting supplies, etc.) and are not needed unless you are going to get really serious. The CFL image I posted was a top of the line GE EnergyStar CFL and is a rather expensive model (just a random CFL image - just about any decent CFL should work). You can get them for cheaper, and as long as the total light output (in lumens) is comparable, you should do fine. Good luck!
