wow your cfl's are sort of expensive. a pkg of 2 26 watters was about 10$ at wallmart. and ive heard of 4 pks for around 15$ but i cant remember where. you will find quite a few peoples threads that use them all of the way through, and some that just start plants under them and flower under a hps. remember though you will need a few bulbs to get enough light.

is this able to be used for flowering as well or only veg?

Yes you can use the CFLs from start to harvest. Some people like to put on MH (Metal Halide) for flowering because they discharge in a more favorable spectrum for flowering, however, MH are expensive (several hundred dollars when you buy the ballast, mounting supplies, etc.) and are not needed unless you are going to get really serious. The CFL image I posted was a top of the line GE EnergyStar CFL and is a rather expensive model (just a random CFL image - just about any decent CFL should work). You can get them for cheaper, and as long as the total light output (in lumens) is comparable, you should do fine. Good luck!
