Small plants VS Big Plants
1) No, bigger plants do not take longer to bud. And you said they are entering the last weeks of budding, so yeah I guess they need more time, like a couple weeks or so. Use your pocket microscope to look at trichomes no matter what, indoor, outdoor, big, medium, small. That's the only way to tell for sure.

Your indoor plants probably grew bigger because depending on how the light was positioned relative to the plants, 3000 is a lot of damn watts. It's easier to grow better plants indoors, but it is the same high as the outdoor plants of the same strain.
