Order in a way that does not indicate you ordered it. Like, mail in cash under a false name, and when the order comes in, it will either be delivered to you or Customs will confiscate it. If confiscated, they may choose to investigate. Upon investigation, they will realize that the person the seeds are being sent to does not match your address, and is therefor a faulty order. It is not illegal to send money to a seed bank, it is, however, to be in possession of seeds, which would land you cultivation charges. Mail cash under a fake name but your actual address to be a bit safer.
