Black rep simply means the user chooses not to participate in the Rep Game.
Do cops lurk here? Sure, they have as much right to register in their free time as anyone else, and they have to play by the same rules as the rest of us.
Do I know who they are necessarily? Nah. But I don't care.
Use discretion as you would with anyone and you will be fine.
