You have a ton of workable ways to start. Just about everything you mentioned would work. Personally I like a custom built hydro seed germination setup (80-90% germination rate), but that is a DIY kind of thing. I have also seen high germination rates in tissue / paper towels, domes, and in rockwool.

What kind of seeds are they? If you have a lot of bagseed, just try everything and see what you like best. If you are working with high priced genetics, then use a germination tray or some damp tissue (in the dark). If using tissue, be VERY careful not to shock the seedling once it sprouts when transplanting it to whatever medium you plan to use.

***EDIT

One other note: Don't put any added chemicals on your young seedlings or seeds. Nothing but water (and soil, or whatever you are using as a medium) should touch the plants until they are well established in their new home (not even nutes). I have never used rap root, and I don't know for sure how that would turn out, but that is because I have never had any problems without it. If anything, that is something that should be reserved for cloning...
