But yeah i think this would be a good idea but there would still be ways to get around it im sure and how would that be enforced?

kids would just say they are 18 so the concent form would not have to be filled out

It's obvious that it has removed a lot of spam, however some does still remain. But the bigger issue being (for the community), is that it has died down a lot, or so it seems. We have lost a lot of great members to this ruling and it feels the community over all to is suffering from it. I understand the rule is in place and has well justified reasons for staying.
