Never move to Louisiana. I'm dead serious.
Honestly, I'm getting really sick of all this Katrina crap. I'm not being insensitive, yes some people still haven't fully recovered due to the financial burden, the sudden spike in insurance, and many losing their homes. But continually complaining about Katrina isn't going to fix a god-damn thing. I'm sick of people using Katrina as a basis for their ulterior motives as well as continually blaming every little problem on Katrina.

I know nothing about Katrina... really. I was here when the thing hit, I didn't have power for 3 weeks, and my asshole boss still expected me to show up for work. The house I was renting had a big oak tree fall through the roof and was looted by some assholes a few blocks over. It's time to move on.
Bad shit happens, constantly focusing on it isn't going to solve anything.
I'm not being insensitive, however, Katrina is not an excuse for the city and states problems.
Secondly, I'm not generalizing nor am I making an off base assumption. The fact of the matter is, jobs don't pay enough when compared to the increased cost of living. There is very little potential when it comes to work considering there are very few companies in this state. Yes there are other jobs, but not for what field I will be entering. On top of that, public service jobs are equally as bad, if not worse.
The teachers don't get paid enough and work in a very hostile environment. In particular, I'm referring to Orleans Parish public schools. The nurses get dicked around and are receive worse benefits and pay than in it's neighboring state of TX.
Honestly, the only good thing for this area is plantwork.

Yes there are some exceptions, everything has something good to offer. But when it comes to surviving, I would have to rate this area very low.
EDIT: I apologize if the tone of the above post is aggressive. I'm just at my wits end with all this Katrina stuff. Everyone uses it as an excuse, and its really getting old. My University just felt the need to dedicate a very insensitive fountain to the actual victims and some how thought it was a great idea.
