If you are going to put it in vodka, then you are making Green Dragon. You should check out the Definitive Green Dragon thread in the recipes forum --- that recipe works really well and has some good tips.

Just soaking the stuff in enough vodka to barely cover it will work, but it takes a few weeks or months, and it might not be as strong as it could be. If you want it to be stronger, heat the stems, shake, leaves, buds, etc. in the oven first at 200F for 20 minutes. If you want to make it faster than a few weeks or months, heat the vodka and material in a hot water bath according to the Definitive Green Dragon thread recipe.

I've been saving it for a rainy day but I need to know if this is enough and how much will this serve?
