What is going to produce more lumens or if possible more growth for a plant in the vegetative cycle? Even if the flourescent puts out more lumens would MH be better b/c of the wavelength the light is?

For one you will only need one MH for the job where it would take a bunch of cfls just to match the MH. I use cfls for veg because I use 2 hps for flower just to save on electricity. But I am going to change over to MH lighting for veg Just because I only need one light to do it instead of 7 or 8 cfls. TO answer your question the MH will porduce more Lumens than the cfls.

As far as the quality of light goes though CFL's are just as good as MH right?
