look near the top of the screen, there's a link that says 'User CP'

Click on that, then if you want a picture, go to the option 'edit avatar'
If you want a signature, go to 'Edit signature'

Go to User CP on the extreme left hand side of your screen at the top. Edit signiture is the first heading and that's where you can sort out your quote or wotever. The fifth heading is Edit Avatar, you can upload one from your computer but it can't be anymore that 100x100.
