sand fertilizer
You're assuming that the fertilizer binds to the sand, rather than being washed off at the first rainfall.
Fertilizer is very soluble and even as a top-dressing does not require a solid matrix to carry it into the soil.
Most sand is quartz and feldspar, which is pretty inert.
This is just overcomplicating the simple process of feeding your plants.
