I honestly don't know the laws, but I always thought the illegality was in purchase/possession. I do not know though....

I can get cigs and cigars no problem -- in fact, I smoke them fairly regularly, but I wanted to know if ANYTHING was legal so I would have an excuse to have a pipe and rolling papers without having to hide them from the folks.

In illinois possession of tobacco for a minor isn't something they can persecute for. Attempting to purchase tobacco or selling tobacco to a minor is. I dont know if that applies to any other states though.
