WASHINGTON, Sept. 13 â?? President Bush contended on Thursday night that his plan to begin withdrawing some troops from Iraq gradually was based on a principle he called â??return on success,â?� saying that progress made so far could be squandered by the deeper and speedier reductions that the warâ??s opponents have demanded.

Mr. Bush called for an â??enduring relationshipâ?� with Iraq that would keep American forces there â??beyond my presidency,â?� arguing that a free and friendly Iraq was essential to the security of the region and the United States. He cast the war in Iraq as a vital part of a strategy in the Middle East to defeat Al Qaeda and counter Iran.

Many Democrats, including the presidential candidates Hillary Rodham Clinton and Barack Obama, have said some American military presence should continue in Iraq beyond Mr. Bushâ??s presidency. But his critics take it for granted that Mr. Bush envisions a presence much bigger and longer than the Democrats would endorse.

You might think if the surge was working they would want to continue it. But really it's simply a matter of the units tours being up. The sun will probably rise tommorrow, perhaps GW should announce it so he can take credit.

It is being continued....just cut back as can be allowed. Wasn't it 5,000 by Dec. IF things keep on track; and that's out of 30,000.
