Will my smoking device work?

Right ive got into making smoking devices recently and i've thought of this idea:

The idea is its a mix of a waterfall bong and a usual bong.

First you light the weed on top and use it like a normal waterfall bong, the water drains into the other bottle for bong water and you suck on the plastic pipe and use it like a normal bong. Would this work? If you dont understand ill try to explain better. I havent thought how i could block the hole untill needed on the waterfall bong yet so any idea's would be helpful.
