1.) As soon as the seed is planted.

2.) From The Cannabis Grow Bible by Greg Green (I hate plagerising, so that's why I stated who actually wrote this and where I'm getting it from):

    1. For seedlings, use a soil with an even N P K ratio as 10:10:10 or 5:5:5. No nutrients should be adde, but if you do find that need to, add them in very small doses (no more than 1/8 of the strength of what it says on the bottle).

    2. After germinationdo not feed for three weeks, unless seedlings show signs of yellowing. In either case, feed them a dose of N P K with an even ratio(10:10:10) or higher N than P and K ratio (20:10:10) at 1/4 of what is recommended on the label for the first week and continue this until calx (pre-flowers) show on the plant.

    3. If your plant shows any yellowing, increase the feeding strengths until yellowing stops. Increase in small steps from 25 to 33 percent before trying 50 percent or higher. If plant health does not improve, consult chapter 13 on problem solving a nutrient deficiency.

    4. In the second week of growth you should be adding secondary nutrients to your plants Mix secondary nutrients at 1/4 of what it says on the bottle. Continue adding secondary nutrients once every other week.

    5. Once every 2nd week add micronutrients at 1/4 strength of what it says on the bottle.

    6. As soon as calx devlopment shows, switch to a food with a higher P than N and K ratio (10:20:10). Continue to feed feed your plants as usual, exchanging the older vegetative food for this floering food.

    3.) No

    4.) No

5.) No, Try using daylight compact fluorescents.

6.) Try using a ventilation system.

7.) Using the best nutrients, light (a 1000 watt HPS or an HPS period), and growing hydroponically (300% faster than soil growing).

its just regular old potting soil but it was used for my lil cuzes worm farm and all the worms died so i thought that the worms dieing in there would make it some good soil i think the worms died from lack of water nothing in the soil but maby it was some thing in the soil.

Buy a small pH meter and aim for a pH of 7. That's a very good organic based mixture. But if you doubt that the soil is any good, due to the fact that something in there killed the worms, I'd buy a fresh pack of sphagnum peat moss.

Order or go to the store and buy a few cannabis grow books. Sounds like you need to do your homework before you attempt anything.
