They could during the 2nd world war too. Children shot other children then as well. I'm not denying things are bad, or increasing. But everyone thinks that all these things are shocking and unheard of. Well, they're not. Crimes like rape were very common during the 2nd world war, yet people have this impression that it was almost non existent.

No one's vigilant anymore, and children are under heavy protection from schools and parents. This is why the issue has escalated somewhat I feel.
