The SPP plan does not call for a centralized form of government during an outbreak but an agreement to work together in case there is an outbreak. US, Canada and, Mexico all know that no pathogen will come to a stop at the boarder so it's vital they have a SOP in place before hand. Three separate nations, but how each reacts will effect the remaining two. What happens when half or more of your population is down with a flu? How do you protect the infrastructure (electricity, water, sewage, etc.)?

..And to "release" this virus is an insane saying, but it doesn't surprise me as it comes from someone who says AIDS is man made as well. H5N1 would not discriminate who it killed... the poor or the super shadow black ops government, death is an equal opportunity killer.
