10,000 lumens is optimum for your plant.

Your 60 clf is about 4000 lumens.

cool white(2700k) = vegetation daylight(6500k) = flowering

Vegetation lasts about a month or more depending if you want your plant to grow bigger and in vegetation stage, lights should be on 24/7(best) or 18/6(good).

Flowering lasts about two months and on flowering stage, lights should be on 12/12.

I've been looking and searching through the forum but can't find info I need so I guess i'll ask now. So, my seedling has sprouted today and I need to know how much light to give and how long to give it. Right now I'm giving it 60 watts of CFL for as long as it's been sprouted.
