How do you do this?
That's a screen of green (ScroG) grow. He trained the plant under the screen for a while, then flowered it. That keeps the canopy on more or less the same level, which allows for more efficient use of lighting, and is particularly nice with lower wattage lamps which don't have much canopy-penetration power.

So this person grew the plant under that screen and when it budded, did he or she assist the plants through the holes or let it grow through on its own?

How do you do this?
As the plant veg's, you tie the stems to the wires. You let the plant grow, keeping all growth tied down. When the screen is covered with leaves, you flower.
The buds shoot up during flower.
