I think they would help in flowering, as they create UV-B light, but IMO you should not use them exclusively, combine with some red spectrum regular floros, like these (pic) I got some at walmart, for 6.44 per 2 pack. They work great.
I need to think of something clever to put here...

what temperature do they create? I am currently looking for a red spectrum light that a cheap ass like me won't feel guilty buying. I am interested also because I live a block away from a petco.

uvb reptile lights shed enough heat you should keep them at least 8 or 10 inches from the plant to prevent leaf burn
