all they have to do is say you are detained, then you are. you might not be under arrest yet but it is that easy and they can put cuffs on you too. yes i believe that you have to give your name and address if they ask, also it is illegal here to not have personal ID on you. i think it is different for somebody under 16, since they wouldnt have a licence or ID yet, but then you need a vilid number to call. sucks dont it?
