Here's one thing, at least in the US. It's very discriminated against, so if people know you smoke, guess what? Your job opportunities dry up. Also, those people who are freewheeling and open about their behavior are more likely to get caught, which means they get no federal financial aid. Then there's the piss tests for jobs, and when you're already working for a company. You toke, you don't get the job, you don't get promoted, you get fired and the next one you interview with calls up your old boss and the old boss says "Yeah, he was one of those dirty hippie stoners" and then you don't get another job except at McChronalds. (So named because the people working there who aren't undocumented workers are there because they are stoners.) IOW, the self-employed, the people who got through school before our stupid laws about losing funding got passed, the independently wealthy, and the trust fund babies are the ones who can toke and have the good life. I see it as partially a discrimination problem, and also self-programming with your own stereotype. (Like some kids I know who wear saggy pants and pretend they can't read because it's so white. Not to be racist, but I work primarily with disadvantaged youth and it really is a significant percent. Not majority, but the faction is there.)
