no. I'm almost certain that's an incandescent. You should do some serious reading.

If it is a regular old fashioned incandescent bulb, no.
If it is a spiral compact fluorescent, you are probably talking about 'equivalent' watts and not actual watts, and in that case it will be enough to start seeds or cuttings, but not much more.
