Well, most of the time it's what you put in it. Give it the proper nutes. The nutrients you give it are basically the same all the time, but the amount you give it varies on what strain you are growing. Speaking of amount, the amount of bud production is also based on your strain as well. (I.e. Big Bud yields more than Lowryder, etc.) If you are growing a plant that produces more trichomes than normal, again, the nute amount will vary depending on what specific strain you're growing. Another thing that some growers use to further trichome production is mollasses, but I've never used it before, and I'm not even sure as to what it is.

Oh yeah, and lots and lots of good lights! If you have a good light on top, that top main cola is most likely going to be one big fat nug. However, the branches on the bottom will yield less because less light gets there. You can combat this problem a multitude of ways, but I believe the best prevention method would be to have your grow in a reflective area, so a minimum of light is wasted, and more light is bounced downwards toward the bottom branches. Of course, if you have the money, you could buy two low-watt lights and lower them rather low and without a hood, so the bottom and sides of the plant can get lots of light, but I'm not sure if that's for you or not.

There's alot of ways to do so as you can tell. Most important things: Proper nutrition, lots of light, good airflow... But can you tell us what strain you're growing? :P

What kind of trouble with lights do you have? They are one of the most important aspects to survival for a cannabis plant. We should focus on that first

Hmmm... You could try and pick up flourescents, and grow a little from that, but that won't produce the big buds you're after. You should save up for a bit until you can get like, a 400 or 600 watt HPS or HID light. That should give you a pretty good yield of some nice quality bud. This is your best bet for an indoor grow, so save up! The more growers there are, the better

Unless, you're an outdoor grower. You could place it outside, just in a spot where the sun shines on it the most. But you'd have to wait for spring to do so. A good part of the outdoor growing is that yield is typically alot larger. Bad parts include: sometimes insufficient sunlight, flooding possibility, detection rate, possible pollination of your innocent girls, and pests.

proper nutes, proper sunlight and water and a plant should yield fairly well
yield is all based on strain and growing conditions

there is a strain i just tried called Hardcore from Secret Valley Seeds well its bigbud (which has won many awards for its high yields)X with DJ Shorts blueberry. Amazing mix, Extreame high yeilds and potency as long as you grow it properly you will love it and it is only like $60 CAND also look up suppercropping tech or methods. That always seemed to make a difference for me.
