With two feet added to the height of the grow container you can set your screen at 8 inches above, have room for your light (6" or so) and then have 10 inches for bud growth.

A few more (say 30") would give you more flexibility.

    Height on scrog?

Thanks , I think im going to build it 8 ft and make it 2 storys and have mother on one story and the screen on the other , so I think that would give me 4ft of room or i might make one story 5 ft and the other 3 ft, what do you think?

As long as you have identical grow systems (height wise), and similar lighting systems, I would do them the same size.

That way, you can start the scrog while vegging and just swap the lights/bulbs when flowering, alternating the usage of each section. With more time comes better control over your scrog, better use of LST, and more production per plant (also fewer plants needed so less legal risk).

If your lights are different sizes, consider bud training to manage distance from the lights to prevent light burn but maximize available light.

If you were using SOG then one smaller one bigger makes sense.

its important that you have an area to keep a mother plant and to take and root clones and the same size area would probably be fine.
wouldnt worry about how many plants you use as a 150 only covers about 3 sq ft could possibly do 4 sq ft in a scrog okay, so its not going to require very many plants to begin with, it might be different if you was using a large light like a 1000 and covering 20 sq ft screen.
have seen many utilize lst and veg for a long time to get the plant ready to scrog wich does reduce there plant numbers but its not required if your willing to use more plants most all of your training is done in 12/12 if you run 1 clone per sq ft of screen you do not need to lst and can switch to 12/12 usually as soon as the plant reaches the screen.
