Oops! You're backwards!!!
You are correct on the ratios of veg watts to flower watts; however you want the HPS1000 for flower as BB suggested.
For veg, you have a choice between a smaller MH, or flourescents.
You were saying tube flouros, and those are very nice to veg under.
Two 4 foot shop light fixtures that EACH have 2 40-watt cool white bulbs in them, placed side by side, will do well for vegging. That's what I use actually. Keep them ~2 inches from the plant tips, and pinch the plants at 5 or 6 nodes to bush them out and take better advantage of the light.
