Where I used to live (South Texas) it was rather simple, since noone was particularly worried about anyone seeing or even law enforcement passing by. Most of the time, we could meet in plain sight, and make the transaction. I would inspect the bag, see if it was to my liking, etc. so here it is:


1. Call Dealer
2. Work out where to meet at
3. Meet there
4. Inspect sack
5. Determine wether or not he is ripping you off. If he's not, buy the sack. If he is, tell him it looks light (most people don't, as some type of violence often ensues, but I never liked getting ripped off.)
6. Get some blunts, papes, or preferably bong, and blaze it up.
