Not if it's rolled really well, then it doesn't really waste any more smoke than a pipe would. Remember, you lose smoke on a bowl, too. The method that loses the least amount of smoke would probably be hot knives, as long as you didn't let any smoke get away. But joints do cut down on your stash because you do require more to roll one. Pretty hard to roll a .2 or .3 joint (not saying it can't be done, but it's difficult), when you can easily pack .2 or .3 into a bowl. Oh, and another one that doesn't waste any smoke would be a vaporizer, because well, it doesn't even create any smoke!
