We're talking New York City, which has over 8.2 million people. That's more than a number of entire states combined. I don't think he has much to worry about.

Most New Yorkers mind their own business, but it's true what somebody said about it being a good idea not to advertise the fact that you use it by loud parties, smoke coming out of doors and/or windows, etc. Also, keep the shades closed when indulging.

The way that most people that get busted in NYC is by smoking or dealing in the streets - as in hanging out on a corner and selling to a lot of customers. Buying in the street is OK, as in just meeting your connection and transfrerring the cash and goods on a sidestreet. They really don't care at all about people doing it at home. Possession of less than 25 grams is a misdemeanor. There's a Medical bill in Albany right now that will probably go through, which should make things even better, even for those without a card.
