I suppose you could get 400 watts of red spectrum flouros,.... 400 watts of fluourescent light gets pretty warm too.

Yup and you won't pull NEARLY the lumens, plus fucking around with multiple fixtures... forget it. It's very energy-inefficient.
If you seriously can't affor the $150 that it costs for a decent light, have fun paying the electric bills... it might be time to consider taking advantage of the million-watter in the sky.
