Neem, garlic, fish oil, pyrethrin, citrus oil, and hot pepper sprays are all organic (check the label for OMRI listing if you would like to be strict) and should not carry the potential for disease.
No there is No or very very very small chance if any of infecting your plants with Tobacco Mosaic Virus TMV is a virus that attacks the tobacco plant its self it is easy for the growers to spot and then killed. All tobacco co. in the us must test crops for it. So unless you can get the virus from a lab and then infect your growing tobacco plant then harvest it dry it cure it and then make some tobacco juice you never have too worry about it.
