Ras Kass is probably the best rapper out of the West Coast. Listen to "Nature of the Threat" or "Interview with a Vampire" and you'll see what I mean. Dont get me wrong I love Tupac but lyrically he cant compete with Kass.
Cypress Hill is all about legalizing it.
Public Enemy and NWA have been said and you should check em out if you havent.
Zack de la Rocha, his solo career never took off but he has a few songs out there that are good. Or just look up Rage Against the Machine for the best songs about taking the power back.
KRS-One has some good shit.
Ice Cube one of my favorites of all time, just pick up Death Certificate and The Predator.
And the Wu-Tang Clan is good, but they arent Revolutionary.

I almost forgot...K'naan. K'naan has been touring with Damian Marley. There really isn't anything more revolutionary than growing up in a wartorn Somalia.
