Algae Problem I THink.

Hi All. A Question about algae if anyone can help.
3 weeks veggie, growing in hydroponics, EC 10, PH 6.0, 150 mm extraction, 100mm fresh intake, bubbler buckets, clay balls. 18hrs light 600w.
What is algae and how does it start?
Is there a cure for it?

Roots are brown and slimy, plants just not growing. Any advise will be greatly appreciated. Thanks.
