Rob is a young black man who has just been freed from the penitentiary for the second time. Aware of the "three-strikes" law that would put him behind bars for life if convicted a third time, Rob decides to play it cool from thid point on. However, when his ride home from the penitentiary doesn't show up, he ends up hitching a ride in a car he soon learns is stolen with a driver who instigates a shootout with the local police. Suddenly Rob becomes Los Angeles County's most wanted fugitive, the elusive Freeway Gunman.
