Yeah, like Ghettoguy said----ditch the halogen. No usable spectrum for your plants.
Next, definitely move to bigger pots. They can never really be too big. But can easily become too small. Once you realized they ARE too small, the plants are already stunted. Don't let that happen.
Third, I'm using cfl's too. If your gonna go that route, realized you need the right cfl's. Wal-mart has some that seem to work fairly well. What your lookin for is the part of the spectrum that the light produces. Light color is measured in "Kelvin". It is usually stated as "K" on the package. The "150 Watt Equivalent" at Wal-mart is actually 42W, and is a 2700K light.
Fourth, buy reflector hoods, or make your own. The store-bought ones are more convenient, but are not always the best for every grow set-up. I made my own, but I also have 16 cfl's feeding 4 plants. So, figure your needs, then decide what to do.
