    No, pH problems are in the roots' inability to uptake nutrients in poor soil (out of range).
    They must be fixed at the source, and it would be appropriate to foliar feed a fertilizer solution as an emergency measure to get them some nutrition while you are woking on the soil issue.
    Foliar feeding with pH up/down would simply kill your plants.
