Say you had a ph problem would Foliar feeding with a ph up or down help correct the problem?

No, pH problems are in the roots' inability to uptake nutrients in poor soil (out of range).
They must be fixed at the source, and it would be appropriate to foliar feed a fertilizer solution as an emergency measure to get them some nutrition while you are woking on the soil issue.
Foliar feeding with pH up/down would simply kill your plants.
