Neither did I, it's not a person, but in my town there's this fake polar bear on someone's yard on a main road. They always dress the bear up according to season and holidays, and when they don't dress it, people actually go and dress it up for the homeowners and bitch about it on the newpaper.

If you've been to a ska show in the parts of NYC, NJ, and MA that border CT you've seen Skankin' Richard. He's about 60 years old and goes to basically every ska show in the area.
