Could just be part of the pipe's design or shape. If there is a small hole there that leads to the chamber of the pipe then it's definitely the carb. Usually the carb is on the side of the pipe though. Legal bud that you can buy online really doesn't do anything for you. My friend bought a pound of legal bud online and we smoked about an ounce of it and it didn't do shit to us. So we sold the rest to some new smokers to get our money back but they claimed to have gotten high so whatever. Didn't do shit for us though.
