How do I get my plants to bud sooner?

The question isnt about the indoor ones...I want to kno how to get the outdoor ones to bud. They've been growing for almost three weeks and they are pretty good size. I think they are already starting to grow little pistillite things or whatever they are called, but its fairly microscopic.
