I HAVE A ?????

My seedling has broken about an inch out of the ground the stem is healthy and bright green but out of the stem about a half centimeter is im guessing the leaves starting but there a brown color, but the leaves havent formed. Its i really small peice of brown like really small is something going wrong or is this how it is before it starts to turn green, sorry for the second post. Please any remarks will help. Thankyou!!!

that doesn't sound good at all.....sounds like overwatering and damping off.
