The Iranians are Shia and the Iraqis are Sunni. The US is arming the Sunnis so they could can help fight Iran covertly. These 2 groups both fight the US and each other. The US basically wants to do what it didn't do in 1979 when the radicals took over. They want regime change. They want a capitalist government/ parliamentary democracy.
