Electricity help?
It's easy if you know what you are doing; dangerous if you don't.
What is really important here is the size of the wires that go from your main breaker box to your room. The wire size is going to determine how much current they can carry which determines how much load they can handle. On the breaker box side, you can use a bigger fuse or install a larger circuit breaker - if the wires are big enough to carry a heavier load.
If you want to continue to use your water heater, you probably want a small sub-panel in your grow room. That would be the best way to distribute the load.
But you need a qualified electrician to look at your place and tell you if it is even feasible. If it is, it isn't really that much work and shouldn't really cost a whole lot.
