Hardly... the content of THC in the branches is very low, and even if it were high, the THC is not soluble in water, so it would remain in the branch.

But you really need to make your cream-laden cannabis tea with bud, not branches. And if you had bud with which to make tea, you'd be better off smoking it and having a cup of regular tea with your smoke.
