your only solution to more light is well, to buy more!
in your situation a HPS light would be ideal and give you the biggest buds....but you say you're poor so really your only option is more CFLs.....

sider mites.....neem or einstein oil. I read a post awhile back where someone swore by those hot shot pest strips you hang......just turn off your circulation for a day and let the chemical in the strip build up and thats it.....for your garden you might need 2 or 3 of those, but I have never tried those strips.

wherever you live look up Hydro or Nurseys .... if you can find a nice Nursery or an actual hydro store you will have access to the best products (soil, nutes, pest control)
you can also order online from say BGhydro.com but obviously you know the risk I'm sure of ordering shit online when growing.....maybe have a friend help you out there

Lights- 100w HPS, 70w HPS, and 150w CFL They just started showin' hairs but I don't think I have enough light to finish.... Any advice to make them become phat buds?.... ;^) Rating: 5
