I'd lean towards yes. If what's circled looks like one, or more balls, on a stick, it's male. But do please provide us a better picture. Focusing on the neighbor's yard is no good. Use that Macro feature of your camera if available(picture of a flower).

Yar, with sativa plants like that, you can also tell by the leaves. They're much more spacey and less full looking.
