If you put it above the plants leaves you will be better off. CO2 is heavier than air and the plant breaths it through the surface of the leaves. Oh yeah, if you have all the CO2 in the world and crappy lighting or unhealthy growing medium or wrong temperature plant growth will hardly be affected.
