This one is not true. The folks at snopes.com checked with the LAPD and they said that was not a code they used, nor has it ever been.

Wellll - California Law SB 420 is the law that, for lack of a better word, implements Prop 215, the compassionate care initiative that legalized mmj.

The bill was passed 10/2003 so I suppose it would be easy enough to see if there are 420 references prior to that time.
