It dims your high if you're a cigarette smoker (e.g. if you have a tolerance to nicotine). It only gives you that 30 second nicotine buzz if you're don't smoke cigs, or if you smoke them every now and then. So, only in certain cases does it get you "higher" (for like 1 minute at most, lol).

Reaper666: Tobacco is both a depressant and a stimulant. It stimulates your central nervous system, and gives you a buzz, if you have no tolerance to it. If you have a tolerance to it, it's more of a very light depressant. e.g. it calms you down, which is why a lot of smokers smoke more often when they're under stress (myself included). Also, weed isn't a depressant... (I guess you could say indica strains are, but indica dominant strains have analgesic effects, which closely resemble that of a narcotic analgesic, such as opium, morphine, etc. Sativa strains are more of a head-high, and thus not a depressant (also depends on how early/late the plant was harvested which determines if it has more of a heady high, or a body stone)).
