The president is calling on 15 major countries to agree by the end of next year on a global goal for reducing greenhouse gases. The proposal comes just days before the G-8 summit of industrialized nations in Germany.

The president continues to want to go it alone. The weakness of his proposal leads us to question whether he fully understands the urgency of global warming."
